The bid as submitted includes a $50,000 contingency for unforeseen conditions. "They're going to patch and repair all of the pool structure ... as well as the kiddie pool," a staff member said when outlining the contractor's scope and timeline.
The contractor provided an alternate bid for a membrane finish, priced at an additional $175,000 and offering a 15‑year warranty; staff emphasized the replaster option carries a five‑year warranty. Commissioners asked for references and local experience with the membrane option and weighed longevity against upfront cost. "If we know that there's a history of this five‑year option lasting longer than five years, I would feel comfortable not spending the extra money," one commissioner said.
The staff recommendation was to proceed with the $809,200 proposal (replaster). The commission approved the motion by voice vote; members indicated assent when the chair called for "all in favor," and the chair declared the motion carried.
Contract documents include a 122‑day construction schedule to allow reopening in time for the summer season, and staff said they will attempt to save contingency funds where possible. Officials noted that related work on the concession stand and bathhouse will require staging and temporary facilities while pool work is underway.
The project will proceed under the terms of the awarded contract. Staff said they can obtain additional references for the membrane option if the commission wishes to revisit the alternate before construction begins.
