Parks and Recreation staff reported improved performance after cost cuts and price adjustments earlier in the year: rounds played increased, membership held steady (a new record near 528 members), and gross expenditures declined. Staff said the course’s projected loss was reduced to roughly $162,000 for the year after operational changes, and that a small $3 bump in the daily walking fee (local resident walk‑on $45→$48; out‑of‑county walking rate $52→$55) could further narrow the shortfall without changing membership or cart fees.
The proposal prompted active debate. Supporters argued the fee is modest, targeted to off‑street users, and would reduce reliance on general‑fund subsidies; several public speakers and some commissioners urged approval to sustain the course. Opponents said raising fees mid‑budget year risks unfairly charging users and argued that continued growth in rounds played may achieve breakeven without a mid‑year increase.
Staff said the increase would take effect Feb. 1 and pledged to bring year‑end numbers back to the board; commissioners agreed to re‑visit rates if revenues exceed expectations. The board approved the motion after discussion; one commissioner recorded an abstention at the vote.
