Chair Taylor opened the meeting by asking if there were any remaining substantive edits to the draft circulated on Dec. 31. Heather, who identified herself on the call, said she was not going to object to adoption but requested the latest version be sent to her so she could confirm that her planned letter of support and the introduction had been incorporated. "I'm not gonna object to approving it, but I'd love to read it before we formally send it over," Heather said.
George Connor of the Alabama Department of Transportation (ALDOT) told the group that ALDOT’s earlier written comments were primarily minor and asked that the exceptions section be worded to reflect that DOT’s own website use is a statutory exception to the report's digital-first advertising recommendation. "It is a statutory exception that we have that complies with this digital first philosophy," Connor said, and requested a footnote or pointer to the exceptions paragraph (the participants referenced page 15).
Taylor said the ALDOT edits appeared minor and that adding a footnote acknowledging exceptions would be acceptable. After the discussion, a motion to adopt the report as the commission's final draft was made and seconded; members voted by voice and the motion carried. Taylor said he would circulate the final draft once incorporated edits and illustrations were completed.
The vote was by voice; no roll-call tally was recorded in the transcript. The commission's action was procedural adoption of the report; no new substantive policy was voted into place during the meeting.
The commission's chair said the report should serve as a reference for future policymaking and thanked members and staff for their work. The report will include the letters from Heather, the Press Association and the League of Municipalities and the ALDOT-recommended wording change prior to final circulation.
