City updates: 3M-gallon tank contract awarded, stormwater and spring-line projects moving forward; police chief to retire

City Manager Justin briefed the council on major capital projects at the Nov. 17 meeting. The council reported the city has awarded and signed a contract with Spindlers to build a new 3,000,000-gallon water tank, with construction that can begin at any time and an anticipated completion date of September 2026. Justin said the city will pay for the tank project with cash rather than issuing debt.
He also summarized a large stormwater project (split into two phases) that involves constructing a large-diameter pipe and a stormwater pond; the city is coordinating with the U.S. Army Corps of Engineers on permit issues. The long-running spring-line replacement project was described as more than 4.7 miles of pipe to be installed in two phases, with the first phase expected to go to bid in the first quarter of next year.
In project updates, Justin mentioned bridge-widening and sidewalk work on 400 West and 800 West. In personnel news, the mayor announced that Police Chief Travis Allen will retire effective Jan. 15, 2026; council will open applications for the chief's position this week.
Council members thanked public works and project leads for progress on these multi-year efforts and noted that some projects will require further permitting and phasing.
