The council and staff discussed whether the issue is primarily regulatory or educational. Officer Douglas and other council members emphasized outreach and parent education—suggesting CivicPlus/newsletter guidance before the Christmas season—while acknowledging the Utah Legislature and county-level discussions may bring further clarity on classification and enforceability.
Council members also noted sidewalk use by faster e-bikes creates pedestrian-safety concerns; staff said local enforcement is limited by current classifications but officers will cite reckless operation and speeding under existing traffic laws. Council asked staff to prepare education materials and consider county coordination on consistent rules among neighboring cities.
