Council declines to accept annexation petition for further consideration

At the Nov. 17 meeting the council considered a petition for annexation filed by S and G Bloom Haven LLC under Utah Code sections 10-2-403 and 10-2-405. Staff described the petition and advised that acceptance would begin a review process with county and other entities.
Several council members raised concerns about the parcel’s access (noting a dirt road and narrow connecting roads), the potential to create an 'island' of noncontiguous annexed property, the scale of the site (about 70 acres) and the need for thorough infrastructure planning. One council member said the area is within long-term annexation plans but isn’t ready for immediate annexation until roadways and infrastructure are planned and in place.
After discussion, Wade moved (and Jen seconded) not to accept the petition for annexation; the council voted in favor of that motion and the petition was not accepted for further consideration at this time. Council members said annexation may be appropriate in the future after detailed planning and road work.
