The Lincoln County Board of Commissioners adopted routine financial resolutions and authorized a three-year extension with Vanguard Computer Systems for the assessor's office at its Jan. 12 meeting.

Resolutions: The board adopted Resolution 2026-01 authorizing the county treasurer to invest county funds for 2026 and Resolution 2026-02 appointing the county's depositories, both by roll call. The clerk confirmed that copies of the depository list were in the meeting packet.

Vanguard contract: Lincoln County Assessor Julie Stinger described the recommended extension of the county's current Vanguard appraisal software contract. Stinger said the first-year cost would be $19,030; the next two years would be $19,850 per year. She explained the increase reflected a newly added comparable-search tool (about $650 per year) that allows appraisal staff to automate pulling comparable sales in neighborhoods to support market-value requirements. Stinger also noted that data exports to the Department of Revenue remain mandatory and that the new tool is intended to reduce manual cleanup.

The board authorized the chair to sign the three-year consolidated service contract. Commissioners said they appreciated the explanation of the feature and costs and asked staff to ensure Department of Revenue export requirements were still met.

What happens next: The county assessor's office will execute the extension and schedule implementation of the comparable-search tool; the county clerk will file the resolution and contract documentation in the procurement records.
