Wayne County Commission approves package of immediate contracts, including $689,000 electrical services and new parks loader

The Wayne County Commission voted to approve a package of six immediate-consideration items during its first meeting of the year, authorizing contracts and amendments across public works, parks and senior services.
The board approved a three-year professional-services contract with RMS Energy LLC not to exceed $689,137.50 for electrical troubleshooting, repairs, testing and maintenance at several pump stations, combined-sewer retention basins and the Rouge Valley lift station. Elizabeth Barrera, assistant division director for DPS Environmental Services, said the systems are old and the firm was selected through an RFQ as the most qualified. "This company was the one that won the bid," Barrera said.
Commissioners also cleared an addendum to a cooperative agreement with McAllister Inc. doing business as Michigan Cat for a Caterpillar wheel loader not to exceed $198,571.35 under Sourcewell contract #011723 to replace Parks' aged equipment. Parks Director Erica Smith told commissioners the replacement was budgeted in the Parks Millage and that prior equipment had been in service for about 25 years.
Other approved items included an amendment for additional engineering design work by Great Lakes Engineering Group (not to exceed $25,733.26) to investigate the historical significance of the Ferry Street bridge and pursue necessary State Historic Preservation Office and U.S. Army Corps of Engineers permits in Grosse Ile Township; a retroactive amendment (about $64,808.91) to a construction contract with Dance Excavating to finalize safety improvements and a warranted traffic signal at Joy Road and McClumpha Road; and an extension of the county's agreement with Senior Alliance to continue congregate and home-delivered meal services through the current fiscal year.
Bonita Terry, chief of administration at the Wayne County Sheriff's Office, presented a retroactive, revenue-generating towing contract amendment with Martin's Towing (estimated $150,000 over the contract term). Terry said the department had made efforts to align contract timing but that no auction revenue had yet been received under the contract. Commissioners pressed for details about the RFP evaluation, vendor vetting and whether services had been performed during the contractual gap.
The six items were bundled for a single vote. Chair Bell called for the motion and the board carried the package without a roll-call tally reported: "Motion carries." The chair noted individual makers for record: Commissioner Marecki moved the Northville recognition, Commissioner Pearson Mayberry moved the omnibus motion (supported by Commissioner Wilson), and local makers were recorded for specific items.
Why it matters: The approvals provide funding and contractual authority for maintenance of critical wastewater and pump infrastructure, replacement of long-serving Parks equipment, continued senior meal services, and allow the county to close out completed road-safety work, while the towing contract drew scrutiny because of a national forfeiture lawsuit that includes Wayne County.
What's next: Departments were asked to follow up on warranty details and procurement rubrics; county counsel will coordinate updates related to the ongoing forfeiture litigation referenced in the towing discussion. The commission recorded the approvals as carried and moved on to additional agenda items.
