County transportation report details spring lettings, Lee Center Road grant and plans for Indian Head bridge replacement

David said a competitive state program of roughly $400,000,000 in local project funds produced selections for Lee County projects; the county's selected projects include Lee Center Road (from Shaw Road toward the village of Lee Center) and Stewart Road up to the Ogle County line. On Lee Center Road he described a short-term approach of milling off about an inch and replacing about an inch of pavement to extend service life by "5 or 10 years" while keeping costs low.
On the Indian Head bridge, David said an emergency repair in 1999 replaced the deck and superstructure but kept the substructure; the in‑place steel components (weathering steel stringers and diaphragms) have suffered significant corrosion and some internal members are compromised. He said he hopes to get the project on the Illinois Department of Transportation (IDOT) April letting for a fuller replacement.
David also described an IDOT section review audit covering township and county MFT accounts going back to 2011–2015 that identified both overcharges and undercharges tied to a spreadsheet error (a 5% factor used where 4% was required). He said there will be adjustments and claims to reconcile but that the net effect appears small; the audit file is available in the county clerk's office.
The board then moved to refer the 2011–2016 section reviews to the executive committee for inclusion on the January county board agenda; the motion passed by voice vote. Next steps include preparing project-level documents for IDOT and moving forward with the April letting if accepted.
