An unidentified commissioner said, "At 03:00, we are going to do an emergency planning session," noting the sheriff would attend and that Emergency Services Manager Juan Bonilla was potentially going to be in attendance. Commissioners asked staff to prepare a written emergency plan with procedures for rescue and communication.
The discussion identified specific risks the session should cover — avalanche response, rescue protocols and lines of communication — and directed staff to prepare a draft written plan. No formal vote or policy on the content of the plan was taken at the Jan. 12 meeting; commissioners set the time and asked that responsible staff and stakeholders participate in the afternoon session.
The addition of the emergency planning item followed brief agenda housekeeping, including removing a 4:45 p.m. action item. The session is intended as a planning and coordination meeting rather than the adoption of a formal ordinance, and commissioners signaled they expect follow-up documentation and a possible future presentation of a draft emergency plan.
