Several residents used the public-comment period to press trustees about staffing, transparency and student mental-health follow-up.
Paul Sareff, a parent and community member, told the board Sweetwater County School District #1 currently lists 39 certified-position vacancies — higher than several other large Wyoming districts he cited — and urged the board to question leadership and investigate why certified staff are leaving. "There is a climate issue within this district," Sareff said, adding that last year the district lost ‘‘over 40 individuals to retirement or resignation.’’ He asked trustees when they would start holding administrative leaders and the board accountable for recruitment and retention failures.
Kelsey Hibbs, who identified herself as a parent, said she has repeatedly brought concerns to the district and filed internal complaints that she says went unanswered. Hibbs spoke about personal experience: her nine-year-old had suicidal ideation, she said, and she urged the board not to dismiss parents as “negative” when they are raising safety concerns. "Please ask yourselves if there is more that could be done on your end as well," she told trustees.
Another commenter who identified herself as Miss Clapham raised transparency questions about the recently announced CTE building purchase. She asked why the acquisition was not discussed publicly before the board vote, where the contract is, what the renovation cost and schedule are, when students will occupy the building, and whether nearby roads or school-zone signage will change.
Doctor Libby responded during the meeting that some public comments had been directed toward the board and that personnel-related matters had required individual outreach; she said staff would follow up on items raised during public comment. Trustees also acknowledged requests for documentation; meeting presenters said written public comments will be posted to the agenda and that the district would provide follow-up information.
No policy or procedural changes were adopted during the meeting to address the specific retention or complaint-resolution concerns raised during public comment. Trustees took no formal motions tied to the vacancy allegations in the portion of the transcript provided.
