At its Jan. 13 meeting Columbia Borough Council approved several formal items brought forward as motions with voice votes.

Council adopted Resolution 2026-03 regarding protocols and rules of decorum for public meetings (which updates time limits for speakers) and Resolution 2026-04 concerning protocols for elected officials conducting borough business. Members also adopted Resolution 2026-06, which sets the borough fee schedule for fiscal year 2026; staff said only limited changes were made from 2025.

Council approved Resolution 2026-07 appointing Barb Fisher to the Planning Commission for a two-year term. The meeting also authorized payment to H & P Construction for change order request #1 in the amount of $3,445 for additional work and a credit for landscape materials on the Maple/Mako Park Phase I project; council members asked staff to confirm contract line-item details before payment.

Council additionally approved a special-event application from the Merchants Association for the annual 'Hearts on Locust' event.

Each motion was moved, seconded and approved by voice vote; council recorded 'ayes' for the motions and scheduled routine follow-up as needed by staff.
