The Danville Board of Commissioners on Jan. 12 approved a memorandum of agreement with the Kentucky Transportation Cabinet (KYTC) to administer the initial environmental and predesign phase of the South Danville Bypass Safe Streets for All project.
Public services staff described the grant as a $12.2 million federal award with a $2.7 million state match. The city’s required local match over the full project is $500,000; staff said the first phase will total $700,000, with approximately $560,000 covered by federal funds and $140,000 covered by KYTC’s committed match. The city will not provide funds for phase one but will be asked to provide match in subsequent phases.
Staff said the first phase (NEPA/environmental assessment and predesign) should take about nine months if schedules allow, and that the city must move quickly to stay within federal fiscal timelines for grant spending. Consultants named for the project include Palmer Engineering (local consultant used previously) and Stantec (large engineering firm that previously completed a safety corridor study). Commissioners and staff said the project builds on prior Vision Zero and safety action planning and positions Danville to deliver implementation work sooner than many peer communities.
Mayor James JH Adkins and staff praised planning work by the public services team and approved the resolution authorizing the agreement. Staff said they will return with updates throughout the design process and will bring subsequent phases and match requests to the commission for approval.
Next steps: KYTC will administer the NEPA/predisgn phase; staff will coordinate consultant work and report back to the commission on timeline and future match obligations.
