Consent agenda: The council approved the consent agenda, which summarized a number of routine administrative and contractual items on the record: payments totaling $1,639,445.35; purchase of an unmarked police vehicle and encrypted police radios; designation of U.S. Bank and BMO Harris as official depositories; designation of Pioneer Press as the official newspaper; approval of an Ehlers professional services agreement for a utility rate study; a $20,000 agreement with Tubman for victim services; authorization to seek donations for city events; authorization for the community development codes coordinator to act as assistant weed inspector; 2026 sign permits for city events; and a collective bargaining agreement with Roseville Police Officers Local 112 for 2026–27.
Acting mayor selection: The council debated criteria for choosing an acting mayor (experience, daytime availability, election‑year considerations). Council member Bauer moved to appoint Council member Schroeder as acting mayor; Council member Strachan moved to amend to appoint Council member Strachan. The amendment failed; the original motion to appoint Council member Schroeder carried 4–0 with Council member Strong recorded as abstaining. Mayor Roop announced the result on the record: “That passes, I heard 4 to 0 with 1 abstention from council member Strong.”
Minutes: The council approved minutes for Dec. 1, 2025 (unanimous) and Dec. 8, 2025 (approved 4–0 with an abstention from Council member Bauer).
