After amending the agenda to hear the planning commission appointment first, the council approved the appointment of Jim Rowe to the Planning Commission by unanimous voice vote. Later, the council approved the minutes (with a typographical correction) and approved pending warrants totaling $175,292.76.
Council unanimously appointed Don Kennedy as mayor pro tem for 2026. The council also approved Resolution 26-7-85, an instructor contract with Iron Sharpens Iron Martial Arts (Taekwondo), and Resolution 26-7-86, a nonbinding memorandum of understanding supporting a regional response to homelessness. City staff described the MOU as voluntary, with no binding commitments or specific plan attached; the MOU commits jurisdictions to collaborate and advocate for treatment-first approaches and shared advocacy.
