4 Lakes Water District proposes small increase to operator fee; Medical Lake to review after another year of data

Representatives for the 4 Lakes Water District told the council the district had budgeted an increase to the monthly payment for operator and maintenance services from $2,500 to $2,750. Staff said Scott Duncan and his crew provided a large amount of setup and corrective work in the first year; moving forward the workload should shift to ongoing maintenance and the city will track time cards during 2026 to evaluate whether the fee covers the work.
"They offered to pay a little bit more, but now we'll have actual data," the mayor said, adding staff will analyze 2026 time records to inform the 2027 budget. Council agreed to bring the amendment forward for action at the next meeting and to discuss criteria for annual increases with 4 Lakes so both parties have advance notice and data for budgeting.
