Council approves change order request for Newnan Crossing Boulevard roundabout design

Integrated Science & Engineering (ISE) and its owner Dan Davis appeared before the council to request approval of additional professional service fees tied to design work on the Newnan Crossing Boulevard and Stillwood Drive roundabout.
Davis said the project began as a single-lane roundabout but a proposed large development at Poplar Road required additional traffic analysis and redesign work through the DRI (development of regional impact) process. The redesign included consideration of a multi-lane roundabout and widening Newnan Crossing Boulevard to the CVS intersection. Davis told the council that the design work took additional time and coordination with the developer’s engineer and that ISE was requesting compensation for those additional efforts.
Staff explained that a condition of the prior rezoning required the developer (Poplar Place) to pay for the extension and related work; because the development has not proceeded as expected, staff recommended the council approve the change order request now to close out the design phase and support pending construction services.
After discussion and questions about the driver of additional costs, the council moved to approve the request. The motion passed by voice vote.
What happens next: ISE will finalize accounting for the design phase and move into construction-phase services as needed; staff will document the change order in contract records and pursue any remaining cost recovery from the developer if appropriate.
