Two formal actions were recorded during the Jan. 13 work session:

1) Agenda approval: A motion to approve the work-session agenda was moved and seconded; the clerk conducted a roll call and commissioners voted affirmatively; the chair declared the agenda approved.

2) Motion to enter closed session: A motion citing the Maryland Open Meetings Act (General Provisions Article §3-305(b)(1), (7), and (8)) was moved and seconded to allow discussion of appointments to town boards and commissions, to obtain legal advice regarding Ordinance No. 85125 (setbacks from cannabis businesses/liquor stores/taverns), to consult counsel about third-party contracts, and to consult about pending litigation (Harford County Circuit Court case C12CV25-001030). The motion passed on roll-call votes; the board confirmed they would not return to public session after the closed meeting and would adjourn from closed session.
