Morgan Booth, clerk of the circuit court, requested Jan. 12 that the Board of Supervisors approve applying for the 2026 Circuit Court preservation grant through the Library of Virginia and choose a vendor for the work.
Booth presented two quotes for digitizing and preserving mayoral licenses: Cofile quoted $16,017 and the HF Group quoted $8,082. Booth recommended Cofile because the company’s finished product would match prior volumes the office already preserves, despite the higher cost; she noted both vendors were experienced and the project will be grant‑funded.
The board moved, seconded and voted to approve the grant application and vendor selection as presented. The work will proceed under the grant terms and the clerk’s office will manage vendor procurement consistent with grant conditions.
Because the project is grant‑funded, no county general fund appropriation was reported during the meeting.
