Council previews Plan Commission UDO hearing, reports Crystal Beach vandalism and outlines legislative watch

City leaders used the Jan. 6 meeting to brief the council and public on several near-term policy and public-safety items.
The mayor said the Unified Development Ordinance (UDO), which has been under drafting for a year, is the subject of a public hearing advertised for the upcoming Plan Commission meeting and that City Council adoption is expected to begin in February. "There will be a public hearing that was advertised last week for the Unified Development Ordinance that's been under drafting for the past year," the mayor said.
The council also heard a report that Crystal Beach suffered "pretty substantial vandalism" and that the Madison Police Department is investigating. The mayor said staff would review security footage and rely on MPD for the inquiry.
On the legislative front the mayor said the city is monitoring the 2026 state session, noting more than 500 bills filed. He singled out Senate Bill 1 as a cleanup measure related to last year’s property tax reform and said the city is advocating for a special allocation after not receiving CCMG road funds this cycle.
Council members were told that budget-cleanup items for 2025 and 2026 will be brought forward for future action and that staff are coordinating with the clerk’s office and budget staff on those matters. The council did not take formal action on the UDO, legislative items or the vandalism investigation at the Jan. 6 meeting.
