On the Greg Drive project, staff detailed an engineering proposal under consideration. The city identified a proposal fee of $470,000 to complete design and preconstruction services; staff said the total project cost is expected to be roughly $4–5 million. Council and staff discussed a 25% contingency included in the engineering estimate during preliminary design, with staff noting the contingency typically declines toward about 10% once the project is bid. Staff also described an estimated road-work component of about $2,316,000 and approximately $1,000,000 for utility-related work; staff said most utility installation must occur in the roadway because there are few easements, and that advance utility work and upsizing of a lift station are recommended to avoid cutting newly finished pavement.
A council member moved to approve the consent agenda (which included the appointments, the sign variance at 750 John Battle Parkway, the Locker Partners reclamation proposal, and the Greg Drive engineering proposal). The motion was seconded and approved by voice vote. The chair stated, "Motion carries."
Next steps: Staff will proceed with design and bid preparation; contingency and final costs will be refined during engineering and the competitive-bid process.
