Finance and procurement: The council approved finance-committee minutes of Dec. 1, 2025, and the claims list covering Nov. 22, 2025, through January 2026. The city approved purchase of a 2026 Chevy crew cab from Joe Cooper Chevrolet for the Emergency Management Department for $51,819.24; staff said the purchase was funded in the adopted budget and the vehicle will replace an older truck and serve as a backup emergency-response vehicle.
Public works and contracts: Council approved final payment and change order No. 1 to Apex Central Incorporated for project No. 24007 (citywide mill and overlay) in the amount of $680,371.55, work paid from 2019 sales tax funds and covering about 20 streets per staff presentation.
Development permits and utility connections: The council accepted two ODEQ permits tied to a proposed Dollar General at 3681 Chandler Road: WL000051251007 (construction of 464 linear feet of 8-inch PVC potable water line) and WL000051251008 (construction of 517 linear feet of 8-inch PVC sanitary sewer line). Staff said the developer will construct the lines and the water main will remain private for one year before becoming a public line; the developer pays the construction cost.
Grant acceptance: Council approved acceptance of a $30,000 grant from the Oklahoma Department of Commerce for retail site marketing of property at the NE and NW corners of Shawnee and Highway 69. Staff presented a conceptual drawing for marketing use and recommended approval.
Appointments: The council confirmed Carla Wiggs and Tracy McGee to the Planning and Zoning Commission (terms to begin in February and extend through Jan. 1, 2029) and appointed Tammy Howe to the Urban Renewal Authority for a three-year term.
