Grandview Heights council elects Emily Keeler president, Chris Smith vice president

Emily Keeler was elected president of the Grandview Heights City Council on Jan. 12, winning a 4–3 roll-call vote after council members nominated Denise Walker and Keeler for the post.

The meeting opened with oaths of office for newly elected and returning council members. Judge Bill Skrillard administered the oath to Benjamin Anthony; Melanie Houston, Michelle Kozak and Chris Smith also took the oath and were congratulated by the council.

The council then held nominations for president. Councilmember Denise Walker and Councilmember Emily Keeler were nominated, and members offered brief remarks in support of their nominees. After the clerk called the roll and announced vote totals — "3, Walker and 4, Keeler" — the president’s gavel was handed to Keeler.

Shortly afterward the council nominated and elected Chris Smith as vice president. Smith’s nomination was seconded and, after discussion of his prior service as vice president, the roll call resulted in 4 votes for Smith and 3 for Walker. The clerk announced "Chris Smith is the elected vice president of Grandview Heights City Council." Keeler immediately assumed the chair and opened the remainder of the meeting.

Why it matters: Council leadership controls committee assignments and meeting flow. At the Jan. 12 meeting Keeler announced committee chairs and membership for 2026, including creation of a grants ad hoc committee to review the council community grant program and recommend policy changes this year.

Keeler and Smith addressed the council briefly after the vote and thanked members for the opportunity to serve in the new roles. The council recessed for a short reception after the swearing-in, then reconvened to continue business.

What’s next: Keeler and the newly named chairs will circulate committee assignments and the grants committee will begin work on grant rubrics and distribution recommendations for 2026.
