Lewis County commissioners approve package of resolutions covering labor agreements, road contracts and right-of-way review

The Lewis County Board of Commissioners on Jan. 13 voted unanimously to approve a set of resolutions covering labor contracts, procurement recommendations and routine administrative items.
The board approved resolution 26-014 (consent) and then voted 3-0 to adopt resolutions 26-015 through 26-021. The package included a resolution to cancel delinquent personal property taxes, two collective bargaining agreements, a request to begin review of a right-of-way vacation in Mineral, awards for road surfacing material suppliers and direction on bridge load postings.
Human Resources director Rachel Lester told the commissioners the labor items included Resolution 26-016, a collective bargaining agreement with the Lewis County dispatchers guild, and Resolution 26-021, an agreement between the Lewis County Sheriff’s Office (corrections bureau sergeants and lieutenant) and Teamsters Local 252. "26016 is to approve a collective bargaining agreement with the Lewis County dispatchers guild and Lewis County," Lester said during her presentation. The sheriff's office agreement was presented as Resolution 26-021.
Public Works staff presented Resolution 26-018 to start the statutory review process for vacating an unopened right-of-way known as Washington Street in Mineral; staff said the petitioner has filed required paperwork and paid applicable fees and that the resolution would instruct the county engineer to examine the portion of right-of-way and file an engineer's report as required by RCW 36.87.030 and Lewis County Code 12.15.
County Engineer Wes Anderson described Resolution 26-019, reporting five responsive bids for the 2026 road surfacing material solicitation and recommending awards to multiple suppliers, including Granite Construction (Olympia), Miles Resources (Sumner) and Lakeside Industries (Longview and Centralia). Anderson said selection will depend on a shop-to-pit analysis to determine lowest overall cost by location and product availability.
Anderson also presented Resolution 26-020 to establish gross tonnage postings for several bridges in unincorporated Lewis County to comply with Federal Highway Administration requirements for the National Bridge Inventory; staff recommended posting limits on specific bridges and removing restrictions from one bridge judged able to handle all legal loads.
A commissioner moved to approve the group of deliberation items and the motion was seconded; the board recorded the vote as "Aye" by all three commissioners and the motions carried 3-0. The meeting record shows the motions to approve the consent item and the deliberation package were moved and seconded before each recorded 3-0 vote.
What happens next: the county engineer will prepare the engineer's report required for the right-of-way vacation process under the cited state statute and county code; contract awards and collective bargaining agreements will proceed according to county procurement and personnel procedures.
