Clarksburg Sanitary Board approves contractor payments, hears LTCP Phase 5 construction update

At the Jan. 13, 2026 meeting of the Clarksburg Sanitary Ward, members approved several contractor and consultant payments and heard a detailed update on construction work under the Long-Term Control Plan (LTCP) Phase 5.
Board members voted to approve Contractor Pay Application No. 11 for Independent Enterprises in the amount of $408,005.37 and approved two Thrasher invoices — $65,789.25 for LTCP Phase 5a and $15,000 for the Wolf Summit sewer extension. The votes were carried by voice vote. Speaker 3 moved the pay-application motions and Speaker 2 called the votes.
Speaker 4 provided the Phase 5a construction briefing, saying crews had finished trunk lines on South Chestnut Street and were completing the Main Street trunk line. "They'll still have to go back and reinstate sanitary service and all the drop inlets that are supposed to go there," Speaker 4 said, and added crews would return to install drop inlets near Wendy's and finish reinstating individual sanitary services. Speaker 4 also said the project team had identified duplicate quantity items that were corrected and that the contractor and staff had negotiated stone pricing.
Staff brought a draft Change Order No. 3 for LTCP Phase 5a with a proposed total of $367,293.82 and an extension of 60 calendar days. Speaker 4 said the contractor had not validated the change order and that staff would not seek approval until the contractor confirms agreement; the board agreed to defer final action on the change order to a future meeting.
Separately, Speaker 5 reported the Menard sanitary sewer project had been awarded (contract value $837,000) and that the contractor had deposited funds and completed staking. Manholes remain pending and digging is expected to begin in the coming weeks; staff noted coordination is required before a March 1 paving deadline tied to DOH work.
The Ferry Street planning document was described as nearing completion, with staff targeting an IGDC submission by March 10 (February 10 if schedule allows). Speaker 4 said the GIS system is operational and that the interceptor-cleaning scope will be put out to bid once quantities are confirmed.
The meeting record shows the board will revisit the draft change order when contractor verification is obtained and will continue routine approvals and project oversight at future meetings.
