Council moves Laurel Park Tennis Center contract extension to work session after wording concerns
Summary
Staff recommended a four-year extension of the Tennis Dynamics operating agreement through Dec. 31, 2029, but a council member asked for explicit contract language clarifying that the extension constitutes exercise of the second option and that no renewal options remain; council voted 3-0 to move the item to the January work session for revision.

City staff told the committee the existing operator, Tennis Dynamics, has run the Laurel Park Tennis Center since 2010 and that the current agreement includes two four-year renewal options; the first extension was approved in 2022 and expires at month-end. Staff recommended approving a second modification to extend the agreement through Dec. 31, 2029.
A council member raised a drafting concern: the modification as presented read as a straight extension and did not explicitly state it was the exercise of the second option or that no options remain. The council member asked whether adding a sentence in paragraph 1 to that effect would resolve the issue; the city attorney said it would and offered to help draft the language. The chair asked staff to follow up with a revised document.
Rather than adopt the extension immediately, the council moved the item to the January work session so staff and the attorney can insert the requested language clarifying the exercise of the option; the motion to move the item carried 3-0.
