The Johnson City Regional Planning Commission voted Jan. 13 to recommend that Washington County rezone 144 Bob Clark Road from R‑1 (low‑density residential) to A‑1 (general agriculture) to allow a second small dwelling on the lot.
Staff told the commission the request aligns with the future land‑use map and is intended to allow a roughly 600‑square‑foot secondary residence. Washington County staff explained that R‑1 allows one residential dwelling unit while A‑1 can allow additional dwellings depending on acreage and utility availability; the county representative said septic rules typically require about a half‑acre per dwelling unit, and the site’s lot size could support two units given on‑site septic constraints and available utilities.
Applicant Erin French, who identified her address as 144 Bob Clark Road, told the commission the additional unit would function as a "mother‑in‑law suite" so she can keep her mother at home. A commissioner asked whether the A‑1 rezoning would change the future land‑use place type; staff recommended keeping the place type as neighborhood residential while supporting the rezoning to allow the secondary dwelling.
A motion to recommend approval to the Washington County Board of Commissioners passed on roll call. The commission’s action is a recommendation; the county commission will make the final zoning decision.
