Council approves multiple park agreements, budget realignments and lease; third reading of nonprofit lease amended

Council noted Lancaster’s 1% revenue share from partnering counties for multi-county business park arrangements.
On ordinance business, the council passed the third reading of Ordinance 2025-2007 to lease property at 1228 Colonial Commons Court, Suite 101, to Finding Serenity. The ordinance passed with a 6–1 vote; Charlene McGriff recused. Council approved an amendment to waive rent and utilities for the first year subject to lease edits and procurement review.
Council advanced second readings related to the county budget. An ordinance to realign Department of Social Services (DSS) revenues into a dedicated special revenue fund (totaling $275,000 across revenue streams) was approved to improve transparency and ensure contract compliance. The council also approved a $180,000 appropriation from unassigned fund balance for unforeseen costs on an EMS project; earlier ARPA funding of $542,000 had supported design and construction.
First readings included a technical zoning-title correction for a 59.14-acre parcel (Ordinance 2026-2014) to correct a scrivener’s error (RN → RR) and a first reading to grant temporary construction and permanent easements to the Lancaster County Water & Sewer District for a water line supporting a detention center complex (Ordinance 2026-2015). All these items moved forward with unanimous votes where noted.
No substantive votes were taken on moratoria or rezoning requests during this meeting; several public-comment items were referred to planning and permitting processes.
