Jim Morley Jr., project engineer, told the board the proposal is for a temporary concrete plant along State Road 62, immediately east of the E and B asphalt plant, with all onsite facilities mobile and an off‑site detention basin at the north end of the property. He described design measures intended to capture south‑to‑north runoff and said the basin as proposed provides the required cubic volume of storage even though the field basin differs slightly in shape from the map.
Board members asked about basin footprint and whether the basin would need to be moved as site work progresses; Morley said the design contains a cushion (the design basin is about 3.72 acres vs. a ~2.90‑acre requirement) and that the basin location will be adjusted as necessary without reducing required volume. Staff noted erosion controls were previously approved for the site when it was rezoned years earlier.
After discussion about ordinance references and minor plan modifications requested by the surveyor, a board member moved to approve the drainage plan for the temporary concrete plant; the motion was seconded and carried 3-0.
The approval allows the applicant, identified in the presentation as John David Industries, to establish the temporary plant with the drainage controls described in the submittal. The board noted staff will follow up on minor ordinance language placement so relevant provisions appear in both the subdivision and drainage ordinances.
