Staff presented a comprehensive rewrite of the city’s sign code (Title 10, Chapter 23) Jan. 13, intended primarily to reorganize and clarify existing allowances rather than to make sweeping new prohibitions.
Terry Friend, associate planner, said changes align building‑code engineering thresholds (structural engineering required for freestanding sign structures over 7 feet), formally exempt drive‑through directional signs from standard sign limitations (they will be reviewed under building code), remove the cap on the number of directional signs (while preserving area limits), add clear allowances and size/usage rules for feather banners, and increase a commonly used temporary line‑board sign allowance to 3 square feet to match market sizes. The rewrite also adds an explicit prohibition on temporary campaign or lawn signs placed within city parks.
Commissioners asked technical questions about vision triangles and enforcement, the 90‑day per‑year allowances for certain feather/feather‑style signs, and how the amended charts will be read and applied by staff. Staff said the proposed code maintains safety protections, clarifies ambiguity, and provides easier to use charts and definitions for applicants and reviewers.
The commission voted to recommend the rewrite to City Council for adoption.
