The applicant and architect emphasized the facility will serve seniors and that the basement will be used only for storage, not living space.
Neighbors raised concerns about speed, a nearby bus stop, limited on‑street parking, potential lighting spillover, and emergency response times; one resident reported the project notice sign was small and temporarily missing. Staff confirmed the city has capacity to serve the property with utilities, that a turn‑lane warrant analysis may be required depending on final plans, and that the fire department had no opposition subject to building/fire code compliance.
The commission attached conditions: a 13‑bed cap; any change of use would require a new CUP; the basement is restricted to storage (not additional resident rooms); required frontage improvements, landscaping and sidewalks at development; and exterior lighting must be residential in scale and shielded to avoid spillover. Commissioners noted the facility will remain residential in appearance.
