Board adopts updated noncustodial-parents policy after public concern about notarization and equity

The Temecula Valley Unified School District Board adopted a revised Board Policy 5021 concerning noncustodial parents at its Jan. 13 meeting after public comment and trustee discussion.

Trustee Dr. Melinda Anderson moved to adopt the policy on a second reading and Jen Wiersma seconded. Several public commenters expressed concern that requirements for government ID or notarization could create barriers for low-income families, undocumented parents or caregivers and urged the board to avoid language that would exclude families from school access. One commenter described how notarization or strict ID requirements "creates a barrier for families who already face obstacles interacting with institutions."

Trustees responded that the draft had been reviewed by cabinet and received input. Wiersma said the policy allows parents or guardians to "declare and submit additional documentation to school site personnel" and that notarization is not a blanket qualifying requirement. The roll call vote on adoption recorded affirmative votes and the motion passed.

What this means: The district said the policy clarifies student release, medical authorization and emergency contacts while aiming to protect student safety. Trustees and staff said administrative guidance will be used to ensure consistent application across sites and to avoid unintended exclusion of families.
