Homestead council approves first reading to join Florida Retirement System for general employees

At Tab 2 staff presented an ordinance amending the city's declaration to participate in the Florida Retirement System (FRS) for general employees, designating the city manager to execute agreements and establishing withholding and reporting responsibilities.
Vice Mayor Bailey asked whether the term "general employees" remained in the text; the labor attorney clarified that the term will remain and covers all non-sworn regular employees (full- and part-time, excluding seasonal or temporary hires). The council then moved, seconded and approved the ordinance on roll call. "General employees is all non sworn employees," the labor attorney said.
The ordinance authorizes the city manager to enter agreements with the Florida Division of Retirement and makes the city's participation irrevocable as provided in the ordinance language; the ordinance passed its first reading and will advance per the city's ordinance process.
