Planning commission tables Jackson Bend Road rezoning after neighbors raise road‑safety concerns

The Loudoun County Planning Commission on Jan. 14 tabled a rezoning request from applicants Luke Serkin and Zach Reddick for property at 8301 Jackson Bend Road after residents pressed the commission for more information about road safety and traffic impacts.

Serkin told the commission he and his business partner recently acquired the property and intend to continue a storage‑lot use with gravel surfacing and some covered storage. "We just wanna clean it up and make it look nicer," he said, describing plans for awnings and gravel storage rather than concrete or asphalt.

Neighbors said the site fronts narrow local roads and raised specific safety concerns. "It's a very dangerous road," one resident said, noting Thompson Road is about 18 feet wide and includes a blind curve where RVs and large vehicles already create hazards. Other speakers pointed to a nearby RV park and long‑term trailers that increase turning and passing conflicts.

Commissioners and staff repeatedly said the current proposal lacks quantitative traffic and road‑capacity data the board could use to decide whether the zoning change would be appropriate. Staff noted the property currently does not comply with the zoning intended for residential use and described situations where future tenants or operational changes could require special exceptions.

At the conclusion of public comment and staff discussion, a motion was made to table the application to allow the applicants to provide additional information, including the possibility of a traffic study and highway‑department input. The motion carried on a voice vote; the commission asked staff to coordinate with the applicants and return the item to the agenda with any engineering or traffic analysis the board requests.

Next steps: applicants may submit a traffic study or other information requested by staff; the commission signaled it will meet again on the matter after receiving that material.
