Cleveland council suspends rules and passes a package of emergency ordinances by recorded roll calls

During the business portion of its Jan. 12 meeting, Cleveland City Council moved to suspend the rules and place several pieces of legislation on final passage as emergency measures.

Council member Hudson moved that "the rules be suspended and the legislation just read be placed on final passage," a motion seconded by Council member Davis. The clerk called the roll and recorded 14 yays; the subsequent roll call on final adoption again recorded 14 yays. The roll calls listed the following names in the record: Griffin; Bishop; Conwell; Davis; Gray; Harsh; House Jones; Hudson; Jones; Casey; Polencic (Polensek); Santana; Shaw; Slife; Starr (14 yays reported).

Among the items addressed were departmental emergency ordinances to authorize grant applications and contract authority, amendments to the codified ordinances regarding city credit‑card use (Ordinance 15 o 7 20 25 as amended), authorizations to enter into contracts for summer youth employment programs, purchase of equipment for the Division of Water, and right‑of‑entry and ADA improvements for Amtrak at the Cleveland Memorial Shoreway site. The clerk read file and ordinance numbers for numerous other administrative matters; many items were approved "without objection."

Council also approved tabling Ordinance '11 o 08/2025' (an amendment to a county lease for justice‑center space) by roll call.
