Roane County Commission approves routine resolutions, accepts sheriff's resignation and appoints 9-1-1 replacement

The Roane County Commission approved a series of routine actions and administrative updates during its January meeting, including acceptance of Dec. 8, 2025 minutes and multiple budget and revenue adjustments.
Chairman Shannon Hester called for approval of the minutes; a motion by Commissioner Hooks, seconded by Commissioner Gannon, carried (reported voice tally: 14). Commissioners then moved through committee reports and a docket of resolutions and reappointments.
On a special order, the commission moved to accept Sheriff Stockton’s resignation and to appoint Chief Deputy Tim Phillips to the county’s 9-1-1 board. The motion to amend the special order (to accept the resignation and place Tim Phillips on the 9-1-1 board) was offered and passed by voice vote following a second.
The commission confirmed reappointments to the budget committee — Travis Parks, Ben Wilson, Lance Dunn and Ron Carey — by voice vote. Commissioners also passed multiple budget and revenue adjustments affecting the general fund, highway fund, wastewater fund and other accounts; one resolution authorized spending seized funds from the sheriff’s group fund to purchase a vehicle.
In other business, commissioners adopted a resolution to bring the county’s Emergency Communications (E-911) board into conformity with current state statute, shifting appointments away from specific positional seats toward geographically representative appointments subject to the county executive’s nominations and the commission’s confirmation.
The meeting record shows the commission approved a naming resolution for the Glen Alice convenience center in honor of longtime county employee Benny and approved a property transfer of 400 South Kings Avenue in Rockwood to the city for future housing development. The meeting closed after a final resolution to allocate capital-project funds to local food pantries in response to a federal government shutdown.
