Josh Chevalier, legal counsel for Caddo Parish Fire District No. 5, told commissioners the board of the fire district called a special election on Nov. 17 and that the proposed resolution has technical approval from the State Bond Commission and will be submitted to the secretary of state for the May ballot. "They've reviewed and provided technical approval of the form of resolution that's been submitted to you," Chevalier said.
The chair opened public comment; no one testified against adding the item. Commissioner John Paul Young moved to add the resolution and Parliamentarian Victor Thomas seconded. The motion to add the item to Thursday's agenda carried, with the clerk recording the result as 10 in support and 2 absent.
The advance does not itself approve the levy; it places the resolution on the commission's regular-session agenda for a final vote. The commission file lists the matter as Resolution No. 4 of 2026. The administration noted the State Bond Commission had placed the measure on its Jan. 14 agenda for submission.
The commission did not take a final vote on the levy during the work session. The next step is consideration during the Thursday regular session when commissioners may debate or act on the resolution.
