Brad Anderson and Elizabeth Edwards presented a final draft of Clean Water Services (CWS) rules of procedure at the Washington County board work session on Jan. 13. Anderson said the rules are adapted from county rules to meet CWS needs, comply with state law and aim to improve transparency by separating CWS business from the county’s general agenda.
Edwards said the proposed cadence is a regular meeting on the second Tuesday at 9:00 a.m., a meeting on the fourth Tuesday at 5:30 p.m., and a dedicated work session the following Tuesday after the regular meeting; public hearings would be held on the second Tuesday. Initially meetings will be held at the Public Service Building, with periodic all‑day work sessions at other locations. If adopted at the board’s Jan. 20 meeting, the stand‑alone meetings are expected to begin in late February.
Board members asked practical questions about the 9:00 a.m. start time on work‑session days, arrangements for public comment, and how CWS items will appear in the county meeting portal. Staff said CWS packets will be available through the existing portal with a separate, prominent section for CWS meetings to make them easier for the public to find.
No formal vote was taken on Jan. 13; staff said the board will be asked to adopt the rules on Jan. 20.
