City public works staff presented a detailed overview of snow-and-ice control policy, operational priorities and environmental considerations. Deputy public works director Brian Peterson described priorities (main roads, then secondaries, alleys, sidewalks), staffing and equipment (52 operators, six supervisors, three director-level staff, seasonal hires and a mixed fleet with recent replacements), and operational triggers for full plow operations and winter weather emergencies.
Peterson detailed de‑icing practices: sodium chloride is the primary salt; brine is used for anti‑icing and prewetting. He stated an optimal brine concentration of about 23.3% (sodium chloride) and explained effectiveness varies with pavement temperature. He gave examples: at a pavement temperature near 30°F one pound of sodium chloride will melt about 46.3 pounds of ice in five minutes; at 15°F the same pound melts roughly 6.3 pounds of ice and takes much longer. He also noted magnesium and calcium chloride work at lower temperatures but are more corrosive and expensive. Salt costs were cited at roughly $90–$100 per ton.
Environmental trade‑offs were stressed: salt runoff can affect surface and groundwater (one tablespoon can pollute 5 gallons of fresh water, according to the presentation), additives such as sugar-based products (e.g., beet juice) can decrease scatter and corrosion but may increase nutrient loading in waterways. Staff said they currently do not use additives and are testing alternatives selectively.
Operational constraints cited include equipment numbers (roughly 20 large dump/plow trucks, additional loaders, and an estimated 40–45 staff on the streets during full plow operations), long shift durations during storms, and the difficulty of clearing downtown snow that is pushed to the center of streets. Council members asked about fleet size and potential to add vehicles; staff said the fleet is being turned over with a number of new plow trucks being added in the coming year.
The presentation concluded with a reminder that winter weather emergencies restrict parking on city streets and that enforcement (tickets, towing) will be emphasized to keep plow operations effective.
