Beloit explores Skycarp branding on Mill Street water tower as part of repainting

City staff told the council the Mill Street water tower must be repainted by the end of the year to meet DNR requirements and sought authorization to continue discussions with the Skycarp organization about painting and branding the structure.
City staff said the repainting is required and that any additional branding work would increase cost; the city would need licensing agreements and to put the repainting contract out to bid. Zach Brockman, representing the Skycarp organization, presented proposed artwork and said the group sees the project as part of a long-term community partnership: “I assure you that, we are very much in Beloit for the long term.”
Council members asked practical questions about visibility, potential for ball hits, and whether both sides of the tower could be painted; staff said cost and bidding will determine feasibility. The city manager emphasized the need to explore formal agreements before committing to design or cost-sharing.
No formal agreement was approved tonight; council authorized staff to continue exploring licensing, cost sharing and bid requirements.
