Andrew, a city staff member, explained that former council member Grama resigned to qualify as a candidate for the U.S. House, leaving the Ward 2 seat vacant "as a matter of law." He cited the city charter (02/2012) provision requiring vacancies on the council to be filled by special election and said the resolution directs the election superintendent to advertise a candidate qualifying period. "The mayor and council desire to call the special election for the vacant city council seat for Ward 2 to coincide with the special election called by the governor," Andrew said.
The resolution sets candidate qualifying times at the city clerk's office: Jan. 12 and Jan. 13 from 8:30 a.m. to 4:30 p.m., and Jan. 14 from 8:30 a.m. to 1 p.m. The council approved the resolution by voice vote; no opposition was recorded in the transcript.
