Council members asked questions about prior island‑annexation projects and the parcel’s historical use (staff indicated the site had previously served as Young service station and may have hosted vehicle rental activity). No vote was taken on the ordinance at the Jan. 5 meeting; the council scheduled a second reading and potential vote for the Jan. 20 meeting.
