City staff report year-end metrics, Station 3 progress and project schedules

Communications (city staff) reported expanded outreach, a 42% increase in Facebook followers and new Spotify advertising for events; the department said it is preparing for impending ADA requirements for the city website and social media in 2027. Planning and inspections summarized 34 zoning cases, 34 new plats, 49 DRC reviews and 343 new home permits in 2025, estimating about 1,000 future residents from recent construction and roughly $100 million of new taxable value from residential development; building inspectors completed 9,323 inspections last year. Finance reported early sales-tax receipts (just short of $700,000 for October collections received in December) and said the audit team aims to finish by March 31 to avoid tax-rate implications.
Public safety and capital projects: Fire staff updated council on Station 3 construction progress (CMU walls up, structural steel and framing underway, MEP starting) and estimated substantial completion on July 31 with an opening anticipated later in the year; the new ladder truck order remains on track for December delivery. Public works reported 5,022 completed tasks in 2025, 3,400 potholes filled, 10,000 water samples taken and 515 million gallons discharged to residents; a David’s elevated storage tank will have a ‘‘bowl raising’’ scheduled in early February. Parks reported delivery of engineered wood fiber for playgrounds and playground safety improvements.
Animal control building: staff said the contractor remains in liquidated-damages status but staff will begin a punch-list walkthrough to move toward substantial completion. Several departments noted staffing and recruitment efforts underway and upcoming public events.
Council received the reports and thanked staff; no council action was required during the meeting beyond discussion and acknowledgment.
