Anacortes approves $330,112 Cartograph/OpenGov contract for asset management

The Anacortes City Council on Jan. 12 authorized a three-year subscription and services agreement with OpenGov Inc., renewing the city's Cartograph asset-management platform at a contract price of $330,112.34.
GIS Manager Rob Hoxie described the system’s history and current use: Cartograph was first purchased in 2016 to consolidate public-works asset records and has grown to track more than 92,000 assets across water, wastewater, streets, storm, facilities, solid waste and fleet operations. Hoxie said the city currently has just over 100 users under the old account limit and the new contract will provide unlimited accounts and expanded support, including access to OpenGov’s "Orange Advantage" support hours and training resources.
Hoxie also highlighted integrations: SeeClickFix public requests and 811 utility locate data are synced into the system, and the platform produces internal task tracking (Hoxie cited about 60,000 completed internal tasks and roughly 1,700 public SeeClickFix requests last year). He said the acquisition by OpenGov retained Cartograph staff and improved training and support offerings.
Councilmember Greer moved to authorize the mayor to sign contract 26-006-IDSD-001 with OpenGov Inc. in the amount of $330,112.34 for a 2026–2028 subscription; the motion was seconded and Mayor Walters announced the ayes carried.
City staff said the system supports day-to-day operations and long-term preservation of infrastructure data and will allow the city to add more departments without startup costs under the new subscription.
