Anacortes OKs short-term interlocal with Skagit County for senior services

The Anacortes City Council voted Jan. 12 to authorize a shortened interlocal agreement with Skagit County for the 2026 senior services program, a six-month arrangement that runs through June 30 while county decisions about the Meals on Wheels operation are finalized.
Parks Director John Lunsford told the council the interlocal is shorter than the typical one-year agreement because the county is changing its meal-delivery program and the city and county are still working through questions about senior-center administration. Lunsford said staff have checked with the Northwest Regional Council and county partners and expect outstanding operational issues to be resolved in the coming months.
Lunsford said the county has made a definitive decision to stop providing the meals service after June, and Northwest Regional Council will need to find an alternative provider. "We are not... capable of providing the service," Lunsford said, adding the city is willing to assist prospective providers and the senior center foundation in bridging any gaps.
The council heard condolences and recognition for a local volunteer fundraiser who recently died and who had supported the Meals on Wheels program. Councilmember Carolyn Moulton moved to authorize execution of interlocal cooperation agreement 26045 (as cited in the agenda text); a second was recorded and Mayor Walters announced the ayes carried and the interlocal was approved.
The agreement is intended as a bridge while the county and regional partners identify a longer-term meals provider and finalize administrative responsibilities for the senior center.
