Anacortes OKs six-month interlocal with Skagit County to bridge senior-services changes

The Anacortes City Council on Jan. 12 authorized a six-month interlocal agreement with Skagit County to maintain senior services through June 30 while county-level changes to meal delivery and senior center administration are resolved.
Parks Director John Lunsford presented the agreement and said the shorter interlocal reflects ongoing changes at the county, including adjustments to the county’s meals program. “The county has made a definitive decision to not provide that service after, the June,” Lunsford said, summarizing the county’s planned withdrawal from the service arrangement.
Lunsford and senior center administrator Mr. Wolfswinkle said they are coordinating with Northwest Regional Council and the senior center foundation to identify a replacement meals provider. Mayor Walters emphasized the city is willing to assist potential providers but is not in a position to operate the Meals on Wheels program directly.
Council Member Carolyn Moulton moved to authorize the interlocal; a second was voiced and the motion passed by voice vote. The agreement runs through June 30 to give partners time to establish a longer-term provider or administrative arrangement.
Council members expressed condolences for a recent community fundraiser who had supported the Meals on Wheels campaign and reiterated the need for community-level support while the service transition is resolved.
