Salem council approves vacation of redundant right of way near Landegard Drive

The Salem City Council on Jan. 12 approved a city-initiated Class 2 vacation of redundant right of way in the vicinity of Landegard (Landaugar) Drive NW, north of Orchard Heights Road NW, a transportation planner said.
Hayden Dettinger, transportation planner in the public works department, told the council that the right of way in the area had been dedicated twice (1951 and 1953) and that vacating the duplicative dedication is necessary for the Titan Hills development. Dettinger said the vacation will preserve an existing blue access easement that provides sole access to a single residence north of the proposed development.
"City staff recommends that you do approve this vacation of right of way in the vicinity of Landau Garde Drive Northwest," Dettinger told the council. Council members asked clarifying questions about utilities, neighbor notification and whether any city department required additional easements; staff said utility lines run nearby but the easement at issue does not contain utilities and that city departments are satisfied with the proposal.
Councilor Varney moved to approve the vacation; the motion was seconded and passed by roll-call vote. The council recorded unanimous 'aye' votes from those present and closed the hearing.
The vacation was presented as a ministerial land-use action tied to the Titan Hills development and included a condition to preserve the access easement for the adjacent residential property. The council did not identify a budgetary cost for the vacation itself.
