Council approves Boydston Place 14-unit final plat with parks-payment timing change

Council approved the Boydston Place plan-unit development final plat (14 residential units at Pinedale and Boydston) after staff reported that infrastructure is largely complete and outside agencies have reviewed the application.
Meredith Todd, the city's planner, said the application meets the preliminary entitlements and that only minor final engineering adjustments (stormwater tweaks after snow melt) remain. She told the council the applicant requested revising Condition 3 so that parks-in-lieu funds are remitted prior to issuance of building permits instead of before plat recordation; staff said the applicant had already provided a check to hold in escrow if that provided comfort to the city.
Applicant Alan Caudle explained the project's history, emphasized the team's commitment to affordable units and quality construction — including fire-rated materials — and said the project will provide a trail connector and workforce housing options. "We're gonna be good stewards of the land," he said.
Council moved to approve the final plat as amended, direct staff to prepare findings of fact and conclusions of law consistent with council deliberations, finalize an escrow or other mechanism for parks-in-lieu funds and authorize the mayor to sign all necessary documents. The motion passed on a roll-call vote.
The city will require the parks payment or escrow mechanism prior to issuance of building permits and will complete remaining engineering checks before recordation.
