During the public comment period the board heard multiple community concerns focused on traffic safety, Harbor District governance and immigration enforcement.
Traffic and safety: Smith River residents, including Michelle Carrillo and others, described high speeds on Fred Haight and surrounding roads, recent collisions and threats to pedestrians, children and livestock. Carrillo said a neighborhood livestock guardian dog was killed in a hit-and-run during dinnertime, calling the incident traumatic for children in the area. Several speakers asked the board to prioritize speed reductions, additional signage and enforcement under recent state law changes (AB1014) that restore some local control over speed limits.
Harbor District compliance: Linda Sutter alleged that four members of the Harbor District lacked required public official bonds under Government Code §1770 and suggested the board consider appointing new members if compliance is not achieved. She asked the board to take action to ensure the Harbor District follows legal requirements.
Immigration and detention concerns: Commenters raised concerns about Department of Homeland Security and ICE activities, hospital access and solitary confinement practices in local detention facilities, asking the board to consider public-safety strategies and urging the sheriff to prioritize protection of residents.
Board response: The board acknowledged the comments, asked staff to pursue collision data and Caltrans participation for speed studies, and noted constraints around the sheriff's office jurisdiction regarding ICE. Supervisors also noted they would follow up on claims about Harbor District bonds and public agency compliance where appropriate.
