District cites energy work under Clean Buildings Act and proposes new facility rental fees

Lee, the district’s director of maintenance and operations, said the district worked with Hargis Engineering and internal project teams to lower its energy use intensity and implement conservation measures. Staff said the district became "the first medium sized district in the state to be fully compliant" with the Clean Buildings Act and that, as a result of operational changes and targeted upgrades, utility costs have not jumped substantially since 2018 despite higher baseline prices.
Separately, facilities staff presented line‑by‑line updates to the facility rental fee schedule (policy 8000D11), noting the policy had not been comprehensively updated since 2013. The review compared neighboring districts’ booking, access and cancellation fees and proposed changes intended to recover custodial and event costs; staff said PTA groups would continue to be exempted from new fees.
Staff reported 2024–25 totals of over 7,000 events and roughly $98,000 collected (about $116,000 billed), with nearly 4,900 events booked since Sept. 1 in the current fiscal year. The board asked clarifying questions; no fee vote occurred tonight, and staff said they would follow standard policy procedures to implement changes.
